Recover gumball payout rent

Builds a transaction that returns the rent deposit of an empty gumball payout entry to rentPayer, the wallet that paid it, who signs. Entries with funds left can't be closed.

Withdraw gumball payout POST

Builds a transaction that withdraws up to amount of the funds a gumball machine holds for recipient: buyer refunds, or seller, curator or marketplace proceeds. The recipient signs. This works after the machine is closed too; see GET /v2/gumball/{gumballMachine}/payouts for balances.

Rotate gumball authority POST

Builds a transaction that hands control of a gumball machine from authority to newAuthority. Both wallets must sign the same transaction, so collect one signature and then the other without rebuilding it.
