Release SOL refund POST

Builds a transaction that releases a bidder's held SOL refund to their wallet, without the bidder signing. Anyone can sign and pay as payer. It works only once the wallet can receive SOL; to send the refund elsewhere, the bidder uses POST /v2/tx/auctions/withdraw-bid-refund.

Close refund claim POST

Builds a transaction that closes an empty refund claim and returns its rent to rentPayer, the wallet that paid it, who signs. Any refund left in the claim must be paid out first. Find claims with GET /v2/auctions/bid-refund-claims/{rentPayer}.
